MATT SMITH | The Express-Times Allentown Mayor Ed Pawlowski said this afternoon that he is "dismayed" with UGI Utilities Inc. and contractor Great Western Services over their response this morning to the hissing gas leak on West Emmaus Avenue in the city."There was a delay in reporting the gas leak to the city's 911 communications center," Pawlowski said in a statement.
